All of dragonball, dragonballZ, and dragonballGT takes place in the east
sector of the universe. The east sector is then divided into north, south, east and west
sections of the east sector. The north, south, east and west sections contain many
galixies. Each area contains a god that the area they are god of belongs to them. In the
case if a smaller god owning a smaller thing, but a bigger god owning the area the smaller
god owns, the smaller god can so what he/she wants with it unless otherwise directed
by the bigger god.
The list below contains all the gods.
Dai Kaioshin - Supreame Ruler of the Universe
Kaioshin - Ruler of a cluster of Galixies (usually four)
Dai Kaio - Ruler of a single Galixy
Kaio - Ruler of a sector of a Galaxy
Kami - Ruler of a single planet
But what about the other parts of the universe? Well thoes were all destroyed by Majin Buu and Bibidi (Babidis Son)
a long time ago...well before dragonball started anyways. However, Buu got out of controll so Bibidi
sealed him within an egg in which he lays in on earth to this very day, however, Babidi resurects Buu
and thats how the Buu fight starts.
